Enhancing Policy Coordination for Vibrant Rural Areas

Posted on

On 28 November 2024, the Rural Pact Support Office brought together policymakers, experts, and stakeholders in Brussels for a Policy Action Lab dedicated to “Enhancing policy coordination for vibrant rural areas.” The event focused on how to improve governance, streamline access to information, and strengthen the role of EU policy tools in shaping the future of rural communities.

The Highlights Report, published on 4 February 2025, captures the main takeaways, discussions, and recommendations that emerged from this collaborative exchange.

Objectives of the Lab

The Policy Action Lab was designed to:

  • Reflect on existing national and regional rural strategies, drawing lessons and identifying common challenges.

  • Explore how policy-relevant information on rural tools and funding can be made more accessible.

  • Develop recommendations to strengthen EU-level rural policy instruments in line with the long-term vision for rural areas.

Key Discussions

Participants addressed two guiding questions:

  1. What policy tools can support institutional coordination for rural areas across all governance levels? Could a more formalized EU rural strategy strengthen impact?

  2. How can monitoring and assessment of EU resources be improved to provide clearer insights into funding flows, programme effectiveness, and local needs?

Emerging Messages and Proposals

The Lab highlighted several important directions:

  • Institutional Coordination
Better alignment is needed between EU, national, regional, and local governance. A structured strategy around the rural vision could help deliver more consistent outcomes.

  • Improved Monitoring
Transparent systems for tracking resources and evaluating results would enable smarter, evidence-based policymaking.

  • Rural Proofing
Systematically integrating rural needs across all policy areas would make EU initiatives more inclusive.

  • Capacity Building
Local policymakers often face complex funding structures. Technical assistance and training are crucial to help them navigate EU instruments.

  • Reducing Administrative Burden
Simplified processes and accessible tools are key to ensuring that smaller rural actors can benefit from available support.

Key Takeaways

  • Strengthening multi-level coordination enhances policy efficiency and local impact.

  • Clearer monitoring frameworks increase accountability and transparency.

  • Embedding rural proofing ensures that rural communities are not left behind.

  • Capacity-building initiatives empower local actors to engage more effectively.

  • Simplification and reduced red tape open opportunities for smaller stakeholders.

Looking Ahead

This Policy Action Lab contributes directly to the EU’s Long-Term Vision for Rural Areas, complementing ongoing work on place-based territorial tools such as LEADER, Smart Villages, and Integrated Territorial Investments. Its outcomes will help inform future EU strategies and inspire further dialogue within the Rural Pact community.
